Ruth Lea Hunkins-Wrigley was born on April 23, 1946, in Laconia, New Hampshire, to Dana and Arlene Hunkins. She grew up in the town of Gilmanton, a place that remained central to her identity throughout her life.

During the Vietnam War, Ruth entered the United States Air Force. Her period of enlistment marked the beginning of a life defined by disciplined service and a commitment to professional excellence. Following her honorable discharge from the military, she leveraged the leadership skills gained in the Air Force to pursue an advanced education, eventually earning a Master of Arts in Management and Procurement and Acquisitions Management from Webster University.

Ruth’s post-military career was distinguished by her long-term advocacy for government workers. She dedicated 25 years to the National Association of Government Employees, where she rose to the rank of Vice President. Her transition from military service to a high-level civilian leadership role exemplified her lifelong dedication to organizational management and the support of public servants.
